The WritingElites site has been active since late 2013. They are owned and operated by Sharks Web Services Limited, a Kenya-based company that offers very little public information about itself.
How it works
Ordering at WritingElites is relatively simple. The entire order from exists on a single page that gathers all relevant order details such as deadline, academic level, service type, number of pages, specific instructions, and a few other items such as a preferred writer ID or a discount code. The customer is taken to PayPal to process their payment.
Once an order has been placed and paid for, the customer is able to log in to their WritingElites account, created during the order placement process, to communicate with a writer or the WritingElites support team. A customer may also check the status of an order which may be one of the following: inquiry, waiting for payment, looking for a writer, in progress, checking for plagiarism, delivered, revision in progress, approved, dispute, or cancelled.
Completed orders are made available for preview on the WritingElites site before they are accepted by the customer. A customer should be careful to read the WritingElites policies if they have an issue with their completed order to avoid accidentally approving an order by placing a revision if a refund would be preferable.
Prices
The prices per page at WritingElites appear to be based on three factors: the core service type, the deadline, and the academic level of the order. Custom writing, editing or proofreading, and rewriting services each have their own price table. Within those tables, the academic levels offered are: high school, college, bachelor, masters, and PhD. Deadlines for all service types and academic levels range from 10 days to 8 hours.
WritingElites also offers PowerPoint slides at a rate of two per page of custom writing as an add-on option to any order.

You then have up to 2 week(s) to read the preview version and approve your order or ask for it to be revised. If there is no action from you within the 2 week(s), the system will automatically approve the order. After the approval of your order, the final paper in an editable MS Word version will be generated automatically, and you will have access to it.
You are entitled to an unlimited number of revisions. However, when you approve the order, it is presumed that you have critically read the preview version, and you are satisfied with its quality. Approval of the order is deemed to be a confirmation of your satisfaction with the product’s quality. It is also an indication that you have no further grievances concerning the paper. You cannot receive any refund after you have approved the order. However, you still have up to 7 day(s) to have the paper revised."
